Installing and uninstalling addons

When I install an addon it does not show in the menu until I do something else to refresh the page. When I uninstall it, the menu stays until I refresh the page again.

Indeed, I think they are scanned before the addon list is generated

I've noticed this too at some point during development. There's a reason for it, but I've forgotten what it is.
