There is some problem with member who have traditional-chinese names...

useing "IE"

when i click the link of the name, it shows
"Sorry no data in database for "??忿?蘭" of "彩虹之濦quot;"

the link is "
http://sealab.hopto.org/roster/char.php?name=聖徒卡蘭&server=彩虹之湖"

everything works fine if i use firefox
and the line of the member becomes to
"http://sealab.hopto.org/roster/char.php?name=%E8%81%96%E5%BE%92%E5%8D%A1%E8%98%AD&server=%E5%BD%A9%E8%99%B9%E4%B9%8B%E6%B9%96"

how do i fix this problem?

i know there is some way i can change chat.php,
but the old posts are gone, so i have to ask again...
