French localization with html entities

Hi,

to have a good view with all navigators with french language, i have updated it by replacing all accentued letters by their html entities. It will also correct the bugs with shield parsing.

As a note, when making locale files, they need to be utf-8 encoded, not html entity encoded

Hi,

i think it's better to use html entities only for... internet explorer. Sometimes it will not display correctly accentued letters.

But if you want utf8, i'll correct my attached file.

Well, there are some strings that MUST be in utf-8 because alot of the roster code does string matching and the data in the db is utf-8.
If it is converted to html entities, then the matching fails.

So we just enforce all utf-8 encoded locale files to make it consistent.
