[1314] Text box saving HTML entities in rendered form

To recreate this bug, go to the description text box in Config Menu -> Default Config and enter in "one <two> three". Save it. It is then displayed above as "one <two> three", and the text box contains "one <two> three". Save it again. It is then displayed above as "one three", and the text box contains "one <two> three".
