Problem with IIS vs Apache

I'm setting up a roster and managing it for my guild leader. I've used this before in my own guilds running on apache, but this server is on IIS.
When i go to update the roster some Alts aren't getting grouped with the mains, although on the Apache server they do. Debug shows that they should be the only thing i can find is in the upload log that it will state "Alt of K��k��z��" instead of "Käküzü". I'm not to familar with IIS and have no clue what could caue this.

you need to setup multi languages in iis i forget how to do this or it has somting to do with utf coding
